The Independent Police Complaints Commission (IPCC) was established to oversee the investigation of complaints against police forces. Its creation aimed to enhance transparency, public confidence, and accountability in policing.
Although later replaced by a successor body, the IPCC marked a significant shift toward independent oversight. It removed investigations from direct police control in serious cases and strengthened public trust in complaint-handling mechanisms.
