Legal Term – High Seas
The open ocean areas that are not part of any nation’s territorial or internal waters.
Defined in the 1958 Geneva Convention on the High Seas and reaffirmed in the 1982 United Nations Convention on the Law of the Sea (UNCLOS), the high seas are free for navigation, fishing, and overflight by all states, whether coastal or landlocked.
However, states must respect international rules on pollution, piracy, and conservation.
The high seas exclude exclusive economic zones (EEZs), where coastal states have special resource rights.
