The individual in question may also choose to compensate a third person to assume responsibility for fulfilling their commitment to repay a debt or engage in other comparable action related to its settlement. Debt counselling involves providing guidance to debtors or hirers on how to repay their obligations under consumer-credit agreements or consumer-hire agreements. This advice is given by someone other than the original creditor or certain other individuals. In the field of debt collection, a third party takes action to get payment for debts owed to them, rather than the original creditor.

A creditor may enlist the services of a debt collector for this specific objective. A credit reference bureau gathers data on the financial status of individuals and provides this data to those who want it. The Consumer Credit Act 1974 mandates the licensing of supplementary credit enterprises and governs their operations. The Consumer Credit Act 2006 broadened the scope of businesses covered by include debt administration within its definition.
