Legal Terms - Belligerent communities
A state's formal recognition of the existence of a civil war between the central government of another state and the people within a specific part of its territory.
This realization leads to the standard implementation of the rules of war, including the humanitarian limitations imposed on the fighters by international laws governing armed conflict. Recognition of belligerency grants both the rebels and the parent central government the power to act as belligerents and imposes the corresponding obligations on them. Upon being acknowledged, third states acquire the rights and responsibilities associated with *neutrality.
