Legal Terms - competitive tendering
the bringing of competition to the delivery of public services with the goal of raising the level of quality and economy of these services. Public services were provided by the organization (often a private sector business) that submitted the most competitive offer for the service in question. This had an impact on a broad spectrum of public agencies, including the jail service and municipal authorities. The services that were most frequently rendered in this manner included school lunch delivery, residential care for the elderly, and garbage collection. Specifically, these regulations were found in the Local Government Acts of 1988 and 1992. The Local Government Act of 1999 established an obligation to deliver *best value in lieu of mandatory competitive tendering.

When doing their duties, authorities must consider economy, efficiency, and effectiveness.
