Legal Terms -Constitutional Treaty of the European Union
A convention was formed to produce a streamlined single document that would serve as a "constitution for the EU" after the *Treaty of Nice was signed in 2001. Member states approved the Constitutional Treaty in October 2004; it was scheduled to go into effect in 2006. The treaty curtailed national veto power and established an EU president and foreign minister. However, it was not adopted and did not become law after unfavorable referendums in the Netherlands and France in 2005. The 2009 ratification of the 2007 Lisbon Treaty bears many similarities to the 2009 Constitutional Treaty.
