An offense committed by a motor vehicle driver on a public road without a valid driver's license or a temporary driver's license for the vehicle they are operating. His license (if he later obtains one) will typically be endorsed (the endorsement carries two penalty points under the *totting-up system), and the court has the authority to order disqualification from driving (if he applies for a licence during the disqualification period) if the circumstances are such that he would have actually been refused a licence had he applied for one, or if he does not comply with the conditions applicable to a provisional licence. Otherwise, this is not a crime that can be condoned.
