An offense committed by a *driver who operates a motor vehicle on a public road or permits another person to do so without a valid *third-party insurance policy. The offense is one of *strict liability (except from when an employee uses his employer's car), and it still stands even if the insurance provider unexpectedly goes out of business. The offense is penalized by a fine, disqualification at the court's discretion, and endorsement (it carries 6–8 penalty points under the *totting-up system).
