The legal duty of states to make all reasonable steps to safeguard *aliens and their property within the host state. Such aliens must have been granted admission into the host state. In the event of a failure or negligence in due diligence, the defaulting state is deemed accountable and obligated to provide compensation for harm to the alien or the alien's estate.
