A self-governing public entity established under the Political Parties, Elections and Referendums Act 2000. Its responsibilities encompass reporting on the execution of elections (including general parliamentary elections, elections to the European Parliament, and elections to the devolved parliaments of Scotland, Wales, and Northern Ireland) and referendums. It is authorized to examine and report on many related issues, including seat redistribution, the establishment and financing of political parties, and political advertising, as well as to offer guidance and support to political parties, returning officers, and others. The responsibilities of the Boundary Commission and the Local Government Commission for England have been reassigned to the Electoral Commission, which is also tasked with creating Boundary Committees for Wales, Scotland, and Northern Ireland. The Commission must maintain registries of political parties and perform specific regulatory tasks concerning their financing. The Political Parties and Elections Act 2009 conferred upon the Electoral Commission an array of new supervisory and investigatory authorities. The Act introduces a novel array of adaptable civil punishments, encompassing both financial and non-financial measures, applicable to regulated donees in addition to political parties.
