A US naval base located in southeast Cuba, leased under the Cuban–American Treaty of 1903. Since 2002, it has operated as a military detention centre for individuals accused of terrorism, primarily captured in Afghanistan and Iraq, many held without formal charges. In Boumediene v Bush (2008), the US Supreme Court ruled that detainees have the constitutional right to judicial review via habeas corpus, limiting executive detention powers. Efforts to close the facility were announced by President Obama (2009) and President Biden (2021), though detainees remain.
